In a saucepan, combine 1 cup red quinoa and 2 cups water. Simmer 12 minutes or until water is absorbed. Remove from heat and let rest covered for 5 minutes. Fluff with fork and let cool slightly.
In a mixing bowl, combine quinoa, bread crumbs, parmesan, chives, egg, garlic, salt and pepper. Form medium size patties out of the mixture.
Heat oil on a skillet over medium high. Once hot, cook quinoa cakes until golden. About 5-7 minutes on each side. Best served warm over a bed of spinach (optional).
