Instructions
  1. Cook Brown Basmati Rice according to package instructions and set aside.
  2. Mix all the ingredients for the dressing in a bowl. Let stand for 15 minutes.
  3. Mix together beans and peppers in a bowl. Add 1/2 the vinaigrette and microwave for 2 minutes. Taste and season accordingly.
  4. Divide rice, bean mixture, and tomatoes among four bowls. Garnish with cheese, celery, cilantro, jalapeños, and more dressing to taste. Serve with tortilla chips.
